Review tasking and committees and provide direction.

 

BACKGROUND:

Attached are the updated committees, three meeting outlook, and projects listed below.

The Council may wish to discuss priorities for completing ongoing projects, as well as any new tasks assigned during the course of this meeting.

Several of the Committees have completed their tasks and could be disbanded, as follows:

1.                     The Bering Sea Crab Advisory Committee was formed in April 2007 following the 18-month review of the crab rationalization program. The Committee was tasked to examine the use of B shares and provide recommendations on other issues including the timing of market reports, the time periods for matching A shares to IPQ.  The Council received the 10-year program review in June 2016, and did not identify any new major issues to address (other than the nonbinding price formula in arbitration).  This committee has completed its tasks and could be dissolved.

2.                      The Bering Sea Salmon Bycatch Workgroup was formed in March 2007 to work with staff to examine the appropriate methodology for establishing trigger caps and hard caps for the Amendment 84 analysis. Since then, the Council has passed Amendments 84, 91, and 110 with no further input from this committee.

3.                     The Sablefish Gear Committee was appointed in August 2013 and charged with developing implementation strategies to allow the use of pots in the GOA sablefish IFQ fishery to mitigate impacts of whale depredation. The Committee met only once (September 2013).  Now that the Council has taken action to authorize pots as legal gear, this committee appears to have completed its mission.
