Recommend charter halibut management measures for Areas 2C and 3A for 2017

BACKGROUND:

The Charter Halibut Management Committee (formerly Charter Management Implementation Committee) met in October 2015 to recommend a range of potential management measures for Area 2C and Area 3A in 2017 to frame the Alaska Department of Fish and Game analysis. The committee’s list of recommended measures for analysis is appended, below. Final committee recommendations from its December 6, 2016 meeting, and the ADF&G analysis that is the basis for those recommendations, will be posted and distributed during the Council meeting. The analysis will provide the projected harvests for the proposed measures. The Council recommendations would encompass the full range of potential catch limits for Area 2C and Area 3A under consideration by the IPHC.

 

Area 2C potential management measures (all with a one-fish daily bag limit):

1.                     Reverse slot limit.

2.                     Reverse slot limit, potentially combined with an annual limit.

3.                     Maximum size limit, potentially combined with an annual limit.

 

Area 3A potential management measures (all with a one trip per day limit, two-fish daily bag limit unless otherwise noted, 4-fish annual limit, and Wednesday closure):

1.                     Maximum size limit on one fish, potentially combined with an annual limit.

a.                     Maximum size 30-26”

b.                     Annual limit 4+

2.                     Additional day of the week closure from July 1 - August 15.

3.                     If possible to analyze: one-fish daily bag limit for July.

a.                     Option to extend one-fish daily limit from mid-June - mid-August

4.                     Status quo with reverse slot limit on one fish, second fish 28” or under

b.                     O65-O80
