BACKGROUND:
The Central GOA Rockfish Program (Rockfish Program) has been in place since the 2012 fishing year. Section 303A(c)(1)(G) of the Magnuson-Stevens Fishery Conservation Act states that all Limited Access Privilege Programs (LAPP) must include provisions for regular monitoring and review. A formal and detailed review must occur 5 years after implementation of the LAPP.
The first step in the proposed review process is the development of a work plan. The draft work plan provides the proposed review structure and methodology. In general, the work plan considers objectives of the Rockfish Program that were identified by the Council when the program was approved. To the extent data allows, the review will determine how well the stated objectives were met. The review will also include qualitative information when quantitative data are unavailable.
This work plan presents a summary of the program’s goals and objectives, data that will be used to examine those program goals, and the performance indicators that will be generated. Attached to the work plan are a draft outline of the proposed review document and a draft timeline for the Rockfish Program actions.
At this meeting, the Council will provide input on the work plan, including other issues that should be included in the program reviews.
