BACKGROUND:

In April 2018, the Council initiated an analysis of several alternatives for setting abundance-based (ABM) PSC limits for Pacific halibut. In conjunction with this, the Council requested a short summary of planned approaches for the analysis of these alternatives for review by the SSC. This paper includes an overview of different tools, their pros and cons and recommendations on simplified methods. The working group seeks input from the SSC on which modeling approach or approaches should be used for this analysis. Additionally, we revisit and review the performance metrics developed for evaluating the alternatives. We propose a subset of the full alternatives for preliminary analysis. A draft plan of items to include for an October 2018 discussion paper is provided at the end of this paper.
