BACKGROUND:

 

Committees

Attached is the updated Council committee list reflecting Council changes in June 2018 and over the summer.

 

At the June meeting, the Council solicited nominations for a Community Engagement Committee. The Committee’s primary function will be to identify and recommend strategies for the Council and Council staff to enact processes that provide effective community engagement with rural and Alaska Native Communities. The Council received many nominations, and the Chair will appoint members at this meeting to achieve a representative group of stakeholders.

 

Over the summer, Chairman Hull appointed Mr. Dale Schwarzmiller to the Trawl Electronic Monitoring Committee. The Council also solicited for a new member for the Social Science Planning Team, and an appointment will be made at the meeting. The Council has also expressed its intent to appoint a Council member to the Cook Inlet Salmon FMP Committee as chair.

 

In our newsletter for this meeting, we will also be issuing calls for nomination for the members of the Advisory Panel with terms expiring at the end of the year, and members of the Scientific and Statistical Committee (who serve one-year terms). We will also call for nominations for the Pacific Northwest Crab Industry Advisory Committee (members serve 2-year terms which end in December 2018).

 

Committee and Plan Team meetings that are currently anticipated between October and December include:

 

                     Joint Protocol Committee, October 17, 2018, Anchorage, AK

                     Charter Halibut Management Committee meetings, October 30, 2018 and December 3 or 4, 2018 (tentative)

                     Trawl EM Committee meeting, November 19-20, IPHC office, Seattle, WA

                     BSAI and GOA Groundfish Plan Team meetings, November 10-13, AFSC, Seattle, WA

                     Cook Inlet Salmon Committee, to be determined (perhaps December 3 or 4, Anchorage, AK)

                     Fishery Monitoring Advisory Committee, December 3, Anchorage, AK

 

Tasking and scheduling

 

Also attached are various tasking documents. The Council may wish to discuss priorities for completing ongoing projects, as well as any new tasks assigned during the course of this meeting.

 

                     Three-meeting outlook

                     Council staff responsibilities - this is a new table, organized by Council staff member, that highlights what each person’s responsibilities and current tasking are

                     Observer Program projects

                     Groundfish Workplan

                     IFQ projects - this is a new status table that staff have created to track the various IFQ projects that have been initiated by the Council or discussed by the IFQ committee. If it so chooses, the Council has an opportunity to prioritize among projects that have not yet been assigned to staff.

 

December 2018 meeting

Looking ahead to the December meeting, we are ONLY using the new digital agenda format (no more Granicus/ iLegislate). Maria Davis (formerly Shawback) is available to provide a short training session on the new agenda, highlighting any changes or improvements that will be coming out based on this week’s trial run.

 

February 2019 meeting

The Council will host a salmon bycatch genetics workshop on February 3-4, 2019 (all day Sunday and Monday AM) in conjunction with the February Council meeting in Portland, OR (description attached). As a result, the SSC will begin their scheduled agenda at 1pm on Monday. The workshop is in response to the Council’s request to hold a public workshop to facilitate industry feedback on how stock composition reports can be improved to better inform industry bycatch avoidance efforts. The workshop is intended to facilitate development of the appropriate spatial and temporal resolution of stock identification, as well as other associated analyses that could be used by stakeholders to minimize salmon bycatch. A summary report on the workshop will be on the Council’s agenda for discussion at the April Council meeting.
